If you cannot attend the entire festival. Therefore, I recommended you attended the opening or closing ceremony. To begin with, the Lord Mayor of Munich usually does the opening ceremony. In fact, he declares the ceremony open by tapping the first keg. This is followed by several days of festivities. The closing ceremony of Oktoberfest is much more subdued than the opening. Whereas the opening is loud and boisterous. The closing is much quieter. It is a very intimate ceremony with candle lights and singing.
California
If you are looking to stay in the US, California is really a beautiful place to vacation this October. Plus, if you drive, you can get a whole plethora of weather from the south of the state to the north. Get that golden California sun, down in San Diego. Thereafter, you can drive up the coast. Your next destination is all the way to Crescent City for the beautiful changing autumn leaves. Plus, at this time of year 
you will avoid many of the tourist crowds. It should be easier to navigate the crooked Lombard street or the Golden Gate Bridge in San Francisco.
Salem, Massachusetts
Salem is on the north coast of Massachusetts. It has a unique history. There were several witch trials in 1692. During that period, several locals were executed for supposedly witchcraft. Halloween in Salem is incredible. The city is famous for the witch trials. The idea does not exactly make you want to have fun. Interestingly, numerous folklore and culture that came out of those trials. This background makes a perfect location for the biggest Halloween party ever, year after year.
